Settlement

The Migrant Resource Centre assists with the settlement of migrants into the community as well as informing the general community of the needs of migrants.

SETTLEMENT was defined by the National Population Council in 1988 as:
the process by which an immigrant establishes economic viability and social networks following immigration in order to contribute to, and make full use of, opportunities generally available to the receiving society.

In 1991/92, Commonwealth, state and local governments made a number of policy commitments that recognised migrant settlement as a cooperative effort between all spheres of government. At the local and regional levels, Migrant Resource Centres had been required by the Department of Immigration and Multicultural Affairs (DIMA), then known as Department of Immigration and Ethnic Affairs (DIEA), to support and facilitate the involvement of other service providers into the settlement strategy. A number of Community Project Officer (CPO) positions were funded and based in each MRC to undertake this work.

The Settlement Planning Unit (SPU) of the Inner Western Region Migrant Resource Centre was established in 1996 to offer service planners and providers in the Western region:

  1. Up-to-date settlement data on local, regional and state level
  2. Expert advice on the multiple needs and issues of culturally and linguistically diverse clients and consumers
  3. Advocacy support to achieve effective communication and coordination with ethnic communities
  4. Consultancy services on a range of ethnic issues related to settlement
  5. Documented research and written submissions on a range of settlement issues affecting migrants in the Western region.

The Unit is resourced by the IWRMRC's CPO/Settlement Services Consultant, Melba Marginson. It produces the Settlement Bulletin, which includes a set of settlement data tables to provide service providers with a basis for developing and improving services to newly-arrived migrants and refugees. The data are compiled from various tables supplied by the Department of Immigration and Multicultural Affairs (DIMA).
